The first few times we called the police and they came, as did the girl in the flat below her, who we're friend with, but the last couple of times they haven't even bothered, so it's kind of a waste of a phone call. And there's no point talking to her, because the girl in the flat below her tried that, but as soon as she starts drinking she just does it anyway.
Though, when she threatened to beat me up, I yelled at her (because I was kind of terrified and didn't know what to do!) and I think she's a bit scared of me now. But, honestly, I don't know what we can do, nothing seems to make any difference.
